Change PS4 Console ID

Hey guys

Im new in PS4 hacking and so on (some homebrew on other consoles I have made, but sure Im a noob in this scene)...
Today someone wanted to sell me a software for a usb stick, which I can put into my ps4 and the stick will generate automatically a new Console ID - is this really possible, because I couldnt find anything about this and I dont wanna through money out of the window .
